Enhancements planned for the tools that help teachers and kaiako understand student progress

As part of the wider focus on understanding and supporting all students to progress and achieve against the curriculum, the Ministry is continuing to develop tools to help education leaders, teachers and kaiako to use in their work.

The National Curriculum is made up of the New Zealand Curriculum and Te Marautanga o Aotearoa.

The two curriculum documents are supported by Learning Progression Frameworks which focus on the foundational capabilities: reading, writing, mathematics and tuhituhi and kōrero.

Tools which can help teachers and kaiako to understand student progress against the Learning Progression Frameworks are the Progress and Consistency Tool (PaCT) for English medium schools, and Te Waharoa Ararau (TWA) for Māori medium kura.

Some major developments are set in place for PaCT and TWA from May 28, 2018.

The first enhancement is that PaCT and TWA will be changed to align judgments to the curriculum levels of The New Zealand Curriculum and Te Marautanga O Aotearoa respectively.

Those familiar with PaCT and TWA will know that previously the tools were aligned to National Standards and Ngā Whanaketanga Rumaki Māori, these were revoked in December 2017.

However, those schools and kura currently using PaCT or TWA can continue to view their results against National Standards or Ngā Whanaketanga Rumaki Māori if they wish as this will be an optional setting for 2018. 

The second significant enhancement of these tools is that they will be extended to include curriculum level 5 of both The New Zealand Curriculum and Te Marautanga O Aotearoa. This change will provide benefits to teachers and kaiako of students in Years 9 and 10, and potentially Years 7 and 8:

  • For those teaching Years 9 and 10 students, PaCT and TWA will now be an optional tool to support professional practice.
  • For those teaching students who are in Years 7 and 8 but are learning at an advanced stage beyond curriculum level 4, these tools are now an option to use.

This change means that there are tools which are able to hold student history of progress and achievement across the student pathway that is clear, consistent and reliable.

Further enhancements to the tools are planned for later in 2018.
